Most of this is very clear – of course you can't advertise criminal equipment like drugs, pyramid schemes or stolen cargo. Almost everything that is on the register is there because there is law against advertiseing it. Some of the reasons, although, are a little foreign.
The 'autographed matter' attempt, for example, doesn't mean that you can't advertise something that's been autographed – it just means that you can only advertise it if it comes with a certificate of authenticity. The 'artifacts' attempt prohibits you from advertiseing Native American graves; 'notoriety relevant' means you can't advertise unauthorised movies of celebrities; 'embargoed cargo' means that you can't advertise something that comes from Cuba on and on it goes, and most of it you never require to know.
If your special kind of piece seems to be on the register, although, and you're disturbed that you might not be able to advertise it, then stop the stuffed register at http://pages.ebay.com/help/policies/matter-ov.html to see whether the piece is banned fully or there are just a few restrictions.
eBay says it will amputate any matter that it believes violate copyright law, but in actuality they don't have that many people to watch the position. You will usually only find that your sale gets amputated if somebody decides to register you – and even then, they might not get around to it.
